Ban appeal/re-examination for Gorec_B.A.

So today Potato banned Gorec_B.A. for ban evading. I asked why he was banned in the first place, and apparently he was suspected of cheating. Since I have played with Gorec_B.A. almost everyday while seeding NEW I was suprised, since I am 100% convinced that in the approx. 50 games I played with or against him he has not shown even an inch of suspicious behavior.
I have spoken to him personally, and what he said fits well into my experience playing 1v1/2v2 versus him on Kokan skirmish, which is that he plays with extremely lound sounds and plays safe. He usually finds a spot to sit where he has good cover and then proceeds to stand completely still until he hears footsteps. This way it's quite easy to pickup a lot of kills in a skirmish round, where people often fuck around - which is also the reason I suppose he even was suspected to cheat in the first place.
So me and potato discussed this a bit on teamspeak and examined videos like this one: https://www.youtube.com/watch?v=WcKGN4Vs3Ic In my view, this is not even close to being proper evidence of cheating. The camera does not show if the IDF player moves at all in the building before Bishop tosses a nade. And you can see that Bishop stops and many occasions and listens for sounds. The nade doesn't even kill the IDF player, which means he wasn't afk and was probably moving to dodge the nade. Bishop even got killed when he went to check if he got him.
There has been ban requests on him on PRTA as well, most likely for similar reasons. But yet again, there was no proof - AT ALL. Potato did though manage to find that he had been banned by punkbuster for game hook. We discussed this, and one possibillity is that he has modified his sound card in a way that punkbuster detected it as a "game modification/hook". That fits well into my own experience playing with him, together with what he and his friends have told me. Also explains why he would make multiple accounts to dodge a false PB ban. Potato found some info about this in russian forums apparently that fits into this story. I know of other PR-players who do the same, and if this would be concidered a hack then sure, ban him. But also examine and ban others who do the same (can take that in private later).
So all I am asking for is for people who have access to proper evidence present it here and re-examine the issue. If there is actual convincing evidence that he is cheating - fine keep him banned. But I had enough of hearing everyone calling him a cheater, and when I ask for evidence I never got any presented. He is one of the few people who actually seed NEW consistently, and I always enjoy playing against him. So would be sad if he was banned imo.
Edit: Even if we suspect him of using enhanced soundcard settings, is it really fair to ban him without having proper evidence? I guess the closest thing is the PB report. In any case I would like to know the opinion on using such things and what the procedure is to handle it for future cases and this one.
